Great game

Playing City on Fire on an iPhone, and I can’t get past the early stage of collecting the three clues, and given them to the officer. I’ve collected the clues, the counter in the corner says 3/3, but the officer keeps saying to come back when I’ve collected them all. Reading online, it seems I’m not alone in this. Apparently the clues are meant to combine in my inventory, but they’re not. A fix or help would be great.
